Assistance to the contracting authority for the construction work of the Thies-Touba motorway including services relating to the AIBD-Mbour-Thies sections

Following the significant investment in the construction of the Dakar – Diamniadio and Diamniadio – AIBD – Sindia motorway sections, the Thies – Touba motorway project further strenghthens the Government’s strategy and policy for the economic and social development of Senegal, particularly in the transport infrastructure sector.

To ensure effective and ongoing management of the motorway project, it has been decided to engage a private operator to manage and operate the infrastructure. Additionally, the implementation of tools is being considered, with the fees collected from users in exchange for improved service levels (time savings, comfort, safety, reduced operating costs, etc.).

• Mission 0 : Preparation and organization period before the start of studies and works
• Mission 1 : Monitoring of studies
• Mission 2 : Drafting of technical specifications to be applied to the general contractor’s work
• Mission 3 : Support in concluding the standard turnkey contract with the contractor
• Mission 4 : Supervision of work to be carried out by the general contractor
• Mission 5 : Traffic studies, preparation of a risk matrix, a financial model and an opportunity and justification report for the choice of the type of contract to be signed with the private operator in charge of motorway’s operation
• Mission 6 : Preparation of specifications, technical, administrative, legal and financial aspects, and tender documents
• Mission 7 : Support for the contract award procedure
• Mission 8 : Supervision of works and installations to be carried out by the operator
• Mission 9 : Legal assistance for the establishment of an organization in charge of the operator’s Quality Assurance Plan (QAP) and staff training
