Update of SBEE's financial model and simulation of an alternative tariff plan

The general objective of the study is to carry out a detailed analysis of the impact of the new tariff grid on vulnerable populations, craftsmen and firms and to propose measures to mitigate this impact if necessary.

• Phase 1 : Financial regulatory model update
• Phase 2 : Simulation of alternative tariff plan scenarios and analysis of their impacts on CEB and SBEE operators and on Beninese State budget
• Phase 3 : Operational activities to support the tariff plan implementation
• Phase 4 : SBEE and ARE’s capacity building enhancement
